If you want to use Windows Mail instead of Outlook you can import the messages directly into Windows Mail without any 3rd party utilities. I haven’t tried this without outlook installed but I don’t think it will work since the import process asks for your MAPI profile.
- Fire up Windows Mail
- File/Import/Messages
- Select Microsoft Outlook
- Select the Outlook profile (you may have a different name)
- Choose the folders you wish to import or keep the default and the import will include all folders
- Click Next
- Once the import has completed all of your Outlook folders will be in the Imported Folder folder
If you are daring and wish to try to migrate messages without Outlook installed and want to create your own MAPI profile you can try this KB article from Microsoft.

Your other alternative (and much easier) is to download a trial version of Outlook and run the steps above. Here is a link to the trial download.
